New Park N' Ride near animal shelter?

Come spring Pickens commuters may have another option when it comes to carpooling.
After the temps start to warm up it is likely crews will start work on a new Park N’ Ride, to be located near the Pickens County Animal Shelter.
According to regional DOT engineer Sam Wheeler there is state funding to construct the free parking lot, which he says will be in a prime spot for west Pickens carpoolers.

“This is a terrific location,” Wheeler said. “It’s right off Highway 515 on the southbound side, and it’s convenient for people on the west end of the county. Commuters can just pop off the interstate and get on 53 to head home.”
The lot was originally slated to be located across from the Motel 8 on Camp Road – but because the property was so close to the Pickens County Airport, the county discovered the Federal Aviation Administration had restrictions in regards to clear flight zones. These restrictions forced the county to find a different spot.
If the change of location is approved by the state, which Wheeler said he sees no issue with, the parking lot at the animal shelter will be extended and paved.
This lot would make the third Park N’ Ride in Pickens. There is also one on Highway 108 on the east side of the Highway 515 intersection – which remains full during the week - and another larger lot in the parking area at Lee Newton Park.
State funding, which totals $40,000, includes the sub-base and paving. Any grading or drainage work needed would have to be paid by the county.

This really only makes sense if we had a transit option onsite. In this case a GRTA Xpress Bus. Has any good research been done to ascertain the effectiveness of this park n ride?
